What's Going On Over There?

A Culver's is planned for Orange Avenue (US 17) in Green Cove Springs.

The Green Cove Springs City Council approved the site plan on July 21, 2026. No opening date has been announced.

Still unknown: Opening date and construction timeline

What's planned

Plans filed with the city show a restaurant of about 4,500 square feet with a drive-through and outdoor seating. The plans include about 55 parking spaces.

There are three ways in and out on the plans:

  • A right-in, right-out driveway on Orange Avenue
  • An entrance on Park Street
  • An entrance on Palmetto Avenue

The Orange Avenue driveway is right-in, right-out only, with additional entrances planned on Park Street and Palmetto Avenue. Apparently, they have considered the logistics of a custard emergency.

How it got here

Clay Today reports the project was first proposed in December 2025.

On May 26, 2026, the city's Planning and Zoning Board granted a special exception for a street wall on the property. On July 21, 2026, City Council approved the site plan.

The application was filed by Newkirk Engineering on behalf of Culver Franchising System LLC, the company behind the Culver's brand. Additional permitting and pre-construction steps remain.

What we know about Culver's

Culver's started in Sauk City, Wisconsin, and now has more than 900 locations in the U.S., according to the company. It is known for ButterBurgers, cheese curds and Fresh Frozen Custard, with a Flavor of the Day.

If it opens, it would be Clay County's second Culver's, according to Clay Today. The other is on Blanding Boulevard in Middleburg.

What's next

There is no opening date yet, and no construction timeline has been announced. For now, it's approved plans on paper. The custard is still theoretical.

We'll keep an eye on the site and share an update when there's real movement.
